SURVEI KEPUASAN MASYARAKAT (SKM) adalah data dan informasi tentang tingkat kepuasan masyarakat yang diperoleh dari hasil pengukuran secara kuantitatif dan kualitatif atas pendapat masyarakat dalam memperoleh pelayanan dari aparatur penyelenggara pelayanan publik.
Survei Kepuasan Masyarakat merupakan tolok ukur untuk menilai tingkat kualitas pelayanan yang diberikan oleh Unit Pelayanan publik. Survei ini dilakukan sebagai upaya untuk meningkatkan kualitas pelayanan publik dan mengetahui kinerja pelayanan aparatur pemerintah kepada masyarakat. Penyelenggara pelayanan publik wajib melakukan Survei Kepuasan Masyarakat secara berkala minimal 1 (satu) kali setahun. Survei yang dilakukan mengacu pada Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 14 Tahun 2017 Tentang Pedoman Penyusunan Survei Kepuasan Masyarakat.
Pelayanan publik yang dilakukan oleh aparatur pemerintah Kabupaten Konawe Utara khususnya pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu saat ini dirasakan belum sepenuhnya memenuhi harapan masyarakat. Metode penyebaran kuesioner masih menggunakan lembaran kertas dan pengelolaan data survei dilakukan dengan cara manual. Hal ini dinilai menjadi salah satu faktor kendala pengelolaan data di tiap-tiap Unit Pelayanan Publik. Jika pengelolaan seperti tersebut di atas terus berlanjut, maka akan berdampak buruk terhadap nilai Indeks Kepuasan Masyarakat Pemerintah Kabupaten Konawe Utara khususnya pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu.
Maka dengan diluncurkannya Aplikasi Survei Kepuasan Masyarakat atau yang kemudian dikenal dengan Aplikasi SUKMA berbasis Web, dapat dijadikan sebagai salah satu solusi untuk menyelesaikan masalah dalam penilaian survei kepuasan masyarakat di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Konawe Utara. Aplikasi Survei kepuasan Masyarakat (SUKMA) ini terdiri dari 2 (dua) jenis survei yakni : Survey Persepsi Kualitas Pelayanan (SPKP) dan Survey Persepsi Anti Korupsi (SPAK) yang kemudian akan memudahkan user unit layanan dalam mengelola data survei sehingga hasilnya akan lebih cepat tersaji dengan data yang lebih tepat dan akurat.
Informasi hasil analisa kepuasan masyarakat dari aplikasi SUKMA ini tentunya sangat penting, karena dapat digunakan untuk mengevaluasi apakah pelayanan yang diberikan sudah baik atau kurang atau bahkan buruk.Jika Buruk atau kurang maka akan ditempuh langkah-langkah tindak lanjut sesegera mungkin untuk memperbaikinya, dan jika baik maka akan ditingkatkan untuk lebih baik lagi. Aplikasi ini dibangun menggunakan metode perhitungan Nilai Rata-rata Tertimbang (Weighted Average) dalam mengolah unsur penilaian berdasarkan hasil survey. Aplikasi ini diharapkan dapat memudahkan Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam mengetahui indeks kepuasan masyarakat terhadap kualitas pelayanan publik dan persepsi anti korupsi yang telah diberikan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Konawe Utara kepada masyarakat dan pelaku usaha khususnya pada pelayanan perizinan.
