Wanggudu – Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Konawe Utara menerima kunjungan Tim Penilai Kepatuhan Ombudsman Republik Indonesia (RI) Perwakilan Sulawesi Tenggara, Selasa (2/7/2024).
Tim Penilai Kepatuhan Ombudsman RI Perwakilan Sultra yang terdiri dari sdr. Untung dan sdr. Rahmat Budi Arfa disambut langsung Kepala Dinas PMTPS Ir. Sofian Syahrul, ST., MM., didampingi Koordinator Sub Bagian Pelayanan Publik Sekretariat Daerah Kabupaten Konawe Utara, Baharuddin Ambo Dangko, S.Si., Kepala Bidang Pengaduan, Kebijakan, dan Pelaporan Layanan, Asgar, SKM., MM., Analis Pengaduan, Hasfan Mahaputra, S.IP., dan Analis Dokumen Perizinan, Jody Natakusuma, S.AP. di ruang kerja kepala dinas.
Kedatangan Ombudsman RI Perwakilan Sultra ini dalam rangka melaksanakan penilaian kepatuhan penyelenggaraan pelayanan publik berdasarkan Undang-Undang (UU) Nomor 25 Tahun 2009 tentang Pelayanan Publik. Penilaian ini dilaksanakan berkala setahun sekali terhadap instansi pemerintah yang memberikan layanan publik kepada masyarakat.
“Maksud dan tujuan kedatangan kami ke Kobar khususnya ke DPMPTSP yaitu kami akan melakukan survey kepatuhan terhadap UU Nomor 25 Tahun 2009 tentang Pelayanan Publik,” papar Untung.
Mekanismenya, Tim Penilai Kepatuhan Ombudsman akan melakukan observasi mengenai pelayanan publik di DPM PTSP. Terdapat empat indikator utama dalam penilaian kepatuhan, yaitu kompetensi penyelenggara, sarana prasarana ruang pelayanan, pengelolaan pengaduan, dan tanggapan pengguna layanan.
“Anggota tim kami akan melakukan wawancara terhadap penyelenggara pelayanan publik yaitu empat responden yang terdiri dari kepala dinas, staf pelayanan, pimpinan pengaduan, dan staf pengaduan,” tutur Untung.
“Selanjutnya kami akan mendokumentasikan ruang pelayanan untuk melihat sarana prasarana penunjang pelayanan publik di sini,” imbuhnya.
Selain itu, Untung juga menjelaskan bahwa indikator lain yang dinilai Ombudsman adalah penanganan pengaduan masyarakat. Tim akan menilai proses pengaduan sejak dari awal pengajuan hingga pengaduan terselesaikan. Dan terakhir anggota Tim Penilai Ombudsman akan mewawancarai pengguna layanan yang datang ke DPMPTSP.
Sementara itu, Kepala Dinas PMTPS Ir. Sofian Syahrul, ST., MM., menyambut baik atas kedatangan Tim Penilai Ombudsman RI Perwakilan Sultra. Ir. Sofian mengungkapkan bahwa tahun 2023, DPMPTSP berada di zona kuning dengan opini kualitas sedang.
“Hasil penilaian DPM PTSP dan empat OPD lain tahun 2023 berada di zona Kuning. Dan ada satu OPD yang berada di zona merah. sehingga secara keseluruhan Konut berada di zona kuning,” ujarnya. “Kami terus berupaya memperbaiki kualitas pelayanan agar dapat memenuhi standar pelayanan publik sesuai amanah UU Nomor 25 Tahun 2009. Kami berharap, penilaian kepatuhan DPMPTSP tahun ini bisa meningkat dari tahun sebelumnya, sehingga bisa mendongkrak nilai kepatuhan Konut dan mengubah posisi dari zona kuning (tingkat kepatuhan sedang) menjadi zona hijau (tingkat kepatuhan tinggi),” imbuhnya.
